Some things to try:
On the autoplay control panel page disable the first option (Use AutoPlay for all media and devices) and save the change. Then put it on again and see if that's kicked it in to life.
If that doesn't work you might be able to kick it in to life by trying again but closing down and restarting the PC between disabling and re-enabling it.
If that doesn't work kick the PC. ;D

Try this, Windows 7 Ultimate has what is known as Group policies, this may have Autoplay turned off.
1. Click Start and in the Search box, type gpedit.msc and press Enter. Now browse to Computer Configuration\ Administrative Templates\ Windows Components\ Autoplay Policies\ Turn off Autoplay. 2. To Enable: Change the value of Turn off Autoplay to Disabled. Note: This will enable the Autoplay feature
It may say something like Not configured, change to disabled.

Well, I have now lost the will to live, read somewhere about altering something in the computer registry? I am not that brave to dabble in their so now i am totally confused, reading on the net it's a fairly common issue!

It seems Dave's suggestion was the correct one! but for some reason the PC was saving the the imputed requests even with a re start. All working now so i my storage devices open up ready for me!
Thanks everyone for the input and to Dave Gates for the solution!
